Government and public sector strategy requires a different discipline from commercial work: financial viability must be demonstrated alongside public interest objectives, and decisions are made in environments where political, operational, and regulatory constraints are as real as market ones. With experience as a government strategy consultant across India and the Middle East — including engagements with Ministries and postal authorities — I bring the rigour of private sector business planning to public sector contexts. The three sample cases showcased below cover privatisation readiness, bilateral collaboration assessment, and feasibility for new public services — each requiring a commercially grounded case that could withstand governmental and ministerial scrutiny.
CASE 1 : BUSINESS PLANNING | OMAN
Business Planning for Privatisation — Public Road Transport
Summary – Oman’s only government-owned public bus provider was heading for privatisation, but the Ministry of Communications needed assurance it was on a sound commercial footing first. The engagement assessed operations from the ground up — routes, fleet, service gaps, and organisational weaknesses — then developed a new business strategy covering route optimisation, fare restructuring, and fleet modernisation. Five-year financial projections included a quantified government subsidy requirement, giving the Ministry a clear commercial roadmap ahead of privatisation.

CASE 2 : BUSINESS PLANNING + MARKET ENTRY | INDIA + USA
Collaboration Assessment — India Post & USPS, India–USA Corridor
Summary – India Post saw an opportunity to collaborate with USPS on courier, express, and parcel services between India and the USA — but needed rigorous market evidence and a clear service design before committing. Trade flow data mapped the CEP market; customer interviews across B2B and B2C segments in multiple Indian cities shaped a combined IP-USPS service offering. Capital requirements were estimated and a business case built — enabling India Post to make a well-informed decision on the collaboration proposal.

CASE 3 : BUSINESS PLANNING + MARKET ENTRY | OMAN
Feasibility — Home Mail Delivery System
Summary – As Muscat expanded rapidly, Oman’s PO-box-only postal system was becoming increasingly inaccessible. The Ministry of Communications needed to assess whether door-to-door delivery was operationally and financially viable. The engagement covered demand estimation for residential and business mail, logistical system design based on a pilot study, and full financial modelling. Risk factors were assessed and the government investment required was quantified — giving the Ministry a clear picture of what implementation would take.
